Food safety management system (FSMS) is one of the standards of food safety management system (GB / T 22000-2006 / ISO 22000:2005).With the development of economic globalization and the improvement of social civilization, people pay more and more attention to food safety issues. It is required that the organizations that produce, operate and supply food should prove that they have the ability to control food safety hazards and the factors that affect food safety. The expectation of customers and social responsibility make the organizations of food production, operation and supply gradually realize that there should be standards to guide the operation, guarantee and evaluation of food safety management. This call for standards promotes the emergence of standards required by the food safety management system. The standard is not only the guiding standard for describing the requirements of food safety management system, but also the basis for organization certification and registration of food production, operation and supply.
The International Organization for Standardization issued the ISO 22000:2018 standard in June, 2018, which adopts the top level structure commonly used by other management systems, and revises and supplements the contents of ISO 22000:2005 standard.
1. This standard specifies the requirements of food safety management system, so that organizations in the food chain can demonstrate their ability to control food safety hazards and ensure that the food they provide for human consumption is safe.
2. This standard is applicable to all aspects of the food chain and all organizations of any size who want to steadily provide safe products by implementing a food safety management system. Organizations may achieve the requirements of this standard by utilizing internal and/or external resources.
3. This standard expresses common requirements in food safety management, not specific requirements for any kind of organizations in the food chain. The standard is applicable to all organizations in the food chain who want to establish a food safety assurance system, regardless of their size, type and products provided. It is suitable for agricultural products manufacturers, animal feed manufacturers, food manufacturers, wholesalers and retailers.It is also applicable to food related equipment suppliers, logistics suppliers, packaging material suppliers, agricultural chemicals and food additives suppliers, food service providers and restaurants.
4. This standard adopts ISO9000 standard system structure, applies HACCP principle as a method to the whole system, defines hazard analysis as the core of safe food realization planning, and takes product characteristics, expected use, flow chart, processing steps, control measures and communication in preparatory steps formulated by Codex Alimentarius Commission (CAC) as input of hazard analysis and its update. At the same time, the dynamic and balanced combination of HACCP plan and its preconditions - premise scheme is made. This standard can be integrated with other management standards, such as quality management system standards, environmental management system standards and so on.
