1. What is EAC certification?

EAC certification is a mandatory procedure for imports into all member states of the Eurasian Economic (Customs) Union (Russia, Belarus, Kazakhstan, Kyrgyzstan, and Armenia). Obtaining EAC certification proves that the product can circulate and be sold freely throughout the entire Customs Union Area of the Eurasian Economic Union member states.

EAC certification is also known as Customs Union certification, TR CU certification, Eurasian Economic Union certification, or EAEU certification.

Depending on the product, this may include an EAC Declaration of Conformity or an EAC Certificate of Conformity (referred to as EAC Certificate or EAC Declaration).

 

2. Why is EAC certification necessary?

Before the establishment of the Customs Union, Russia, Belarus, and Kazakhstan each had their own independent certification systems. Because their certifications were managed by their respective national standards bureaus, the Russian abbreviation for GOST was GOST. Therefore, the predecessor of EAC certification was the GOST certification of each country. In Russia, it was called GOST-R certification (R stands for Russia), in Belarus it was called GOST-B certification (B stands for Belarus), and in Kazakhstan it was called GOST-K certification (K stands for Kazakhstan).

The three countries unified their certification into EAC, the demand for certification increased significantly due to the large number of regulated products. Therefore, EAC certification is a mandatory requirement for all companies entering the Russian and surrounding markets, and companies must understand it. Of course, if a company insists on obtaining a single-country certification, such as Russia's GOST-R certification, that is also possible, but it is not cost-effective and will prevent sales to other countries.

 

3. What is an EAC Certificate of Conformity (EAC COC)?

The EAC Certificate of Conformity (EAC COC) is a mandatory document proving that a product complies with the technical regulations of the Eurasian Economic Union (EAEU). This certificate is a crucial entry document for the legal sale and distribution of products in EAEU member markets such as Russia, Kazakhstan, Belarus, Armenia, and Kyrgyzstan.

 

4. What is an EAC Declaration of Conformity (EAC DOC)?

The EAC Declaration of Conformity is an official proof indicate that a product complies with the minimum requirements of the EAEU technical regulations. The EAC Declaration of Conformity is issued by the manufacturer, importer, or authorized representative and registered in the official government registration system server. Products that have obtained an EAC Declaration of Conformity have the right to circulate and be sold freely throughout the customs territories of the Eurasian Economic Union member states.

 

5. What is the EAC certification process?

EAC conformity certificates are issued by certification bodies and testing laboratories registered and certified by the Customs Union. Domestic factories can apply for these certificates. EAC conformity certificates are valid for single batches or for 1, 2, 3, 4, or 5 years. Continuing certificates require factory audits and annual surveillance.

EAC Declaration of Conformity requires only documentation for certification, without sample testing or factory inspection. However, the applicant must be a company within the Customs Union, acting as a quality guarantor for the product. This declaration is inexpensive and fast.

Because more than 90% of products can apply for EAC declaration of conformity, most products entering Russia and other countries can obtain certification without testing and factory inspection, except for a few products such as automobiles.

 

6. What is the difference between an EAC certificate and an EAC declaration?

EAC certificates can only be issued after a manufacturer's quality assessment, which must be conducted by a certification body accredited by a member state of the Eurasian Economic Union. Certification is based on technical documentation, test reports from an accredited testing laboratory, and on-site manufacturing audits. The EAC certificate is printed on an official certificate form with multiple anti-counterfeiting features and is certified by the signature and seal of the accredited body. EAC certificates are typically issued for "high-risk and complex" products requiring broad control by authorities.

EAC declaration is a statement by a manufacturer, importer, or authorized representative that their products comply with the minimum requirements of the Eurasian Economic Union (EAEU) technical regulations. Unlike an EAC certificate, an EAC declaration is issued by the manufacturer or importer themselves. All necessary tests and analyses are also performed by the manufacturer or, in some cases, by a laboratory. The applicant issues the EAC declaration on a standard A4 sheet of paper. The EAC declaration must be registered in the EAEU 's unified government server registry by an accredited certification body in one of the EAEU member states.

7. How long is the EAC certification process?

If a company applies for an EAC declaration and provides complete documentation to the certification body, the certificate can be issued in about a week. If sample testing and factory inspection are involved, the process takes approximately three to four months.

1. Manufacturer Information: Business license (if special production licenses are involved, relevant production licenses must be provided), ISO9000 certificate, accurate Chinese and English name, address, contact person, contact information, etc.;

2. Product Information: Accurate product name in Chinese and English, series model, and customs code; product instruction manual (English/Russian version); product drawings (mechanical general drawing, electrical schematic diagram, hydraulic/pneumatic schematic diagram, etc.); nameplate; appearance photos; test reports (third-party inspection reports or the company's factory inspection reports); certification certificates (such as EU CE certification, UL certification, ASME or API certification, etc.).
